Rich, born in
Pennsylvania, received his BSEE from Penn State in 1976. He worked after
graduation until 1984 at Link Flight Simulation in Binghamton, NY at various
systems and computer engineering positions building many historic flight
simulators. Rich joined Gould Computer Systems in 1984 working in various
positions developing software and OS kernels, special projects, deploying its UNIX
products and provided high-level support to the field sales and customers. In
1993 Rich left Gould founding Painter Engineering, Inc. as VP. Rich develops
custom software, performs software and hardware reverse engineering, patent and
software analysis, benchmarking, testing, networking, real-time transaction
processing, and produces amateur radio communications products. In 2008 he
formed Painter Engineering Software, Inc. to produce high-performance math
libraries for embedded systems.

IEEE Accomplishments – For 22 years I devoted significant time to the EAB first as an ABET technology evaluator, then 8 years on CTAA where I was a committee member, assignment coordinator, evaluator instructor and program evaluator. I created new processes, computerized the assignment process, wrote training manuals and significantly enhanced the charter. I received the Meritorious Service Award for these efforts. I have since 2003 lead our Section’s efforts in revitalizing our student branches and precollege activities. I have mentored our student branches and numerous IEEE-sponsored high school technical and professional events to encourage students to become engineers. Recently, I organized Section and Region sponsorship of and mentored the new USFIRST.ORG robotics competition team formed within Coronado High School’s Technology program. My significant efforts have resulted in a dramatic increase in interest and participation in the school’s technology program and awareness of student engineering activities within the community. I continue to coordinate activities and meet with other local professional technical organizations for high school activities. Currently, I am developing a relationship with Challenger Learning Center of Colorado and Colorado Science, Technology, Engineering and Math (STEM) Network for our Section and southern Colorado to provide coordination, support, mentors and technical requirements.

I strongly support IEEE-USA as a separate organization promoting US-based professional issues and governmental policy matters affecting our members.
Regional directors are members of the IEEE Board of Directors and delegates to the IEEE Assembly. The IEEE Board of Directors governs the IEEE corporation. I have many years of experience serving on boards and running companies. I will represent the Region members’ interests on the Board and actively participate in the governance of the IEEE to further its mission and promote global sustainable development.
